This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for the St. Paul District.
Duties
The incumbent plays a pivotal role in ensuring the navigability of District waterways, conducting surveys, supporting the UAS program, coordinating equipment maintenance, and serving as a QA inspector.
The primary role involves the operation of hydrographic survey vessels, ranging from small skiffs to multi-transducer sweep vessels, using advanced electronic sounding equipment and a variety of navigation instruments.
The duties also include conducting annual and special reconnaissance and condition surveys of District waterways, specifically focusing on Lock and Dam structures.
In support of the District Unmanned Aircraft System (UAS) Program, incumbent will maintain Basic UAS Qualification (BUQ) required training and provide system monitoring during UAS missions.
Incumbent’s expertise is essential in processing data, video, and imagery collected during UAS missions using appropriate photogrammetric mapping software.
As part of the responsibilities, the incumbent coordinates preventative maintenance and safety procedures for all Survey Unit vehicles and marine equipment, including those under the GSA fleet jurisdiction.
This entails conducting periodic and emergency inspections, coordinating repairs through local government service bases or contracted vendors, and ensuring that vehicles and boats are clean and well-maintained.
The role extends to serving as a Quality Assurance (QA)inspector for government dredge plants and maintenance dredging contracts.
This entails reading and interpreting contract plans and specifications to ensure compliance with all contractual requirements, including time restrictions, quality standards, environmental regulations, safety protocols, and labor laws.
Responsible for operating passenger cars, light trucks, and 1-ton dual-wheel trucks to reach remote work locations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain/maintain American Red Cross Standard First Aid card in good standing within 6 months of appointment.
- Incumbent must obtain/maintain American Red Cross CPR certification within 6 months of appointment.
- This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
- Then Incumbent may be required to lift items up to 50 pounds.
- This position requires a FAA Drone Pilot License that must be obtained within 24 months.
- The incumbent must possess or be able to obtain and maintain a Corps of Engineers boat license within six months of starting the position.
- This position requires a pre-employment physical.

Education and/ or Experience Required:
GS-07:
One year of specialized experience includes meeting one of the following: 1) Assist in the support of all dredging and/or hydrographic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydrographic survey procedures; 4) communicate with internal and external stakeholders on dredging and/or hydrographic survey functions of an organization; and 5) prepare detailed reports of findings and recommend corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year (i.e 18 semester hours) of graduate level education leading to such a degree in Civil Engineering, or related field of study. (NOTE: You must attach a copy of your transcripts for verification).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-08:
One year of specialized experience includes meeting two of the following: 1) Assist in the support of all dredging and/or hydrographic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydrographic survey procedures; 4) communicate with internal and external stakeholders on dredging and/or hydrographic survey functions of an organization; and 5) prepare detailed reports of findings and recommend corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years (i.e 27 semester hours) of graduate level education leading to such a degree in Civil Engineering, or related field of study. (NOTE: You must attach a copy of your transcripts for verification).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-09:
One year of specialized experience includes meeting three of the following: 1) Assist in the support of all dredging and/or hydrographic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydrographic survey procedures; 4) communicate with internal and external stakeholders on dredging and/or hydrographic survey functions of an organization; and 5) prepare detailed reports of findings and recommend corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: Two full years of graduate level education or a master's degree in Civil Engineering, or related field of study. (NOTE: You must attach a copy of your transcripts for verification).
