About the Position:
The St Paul District plans, designs, builds, and operates water resource projects in the midwest. We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency responses to disasters.
Duties
In this position, the incumbent serves as the primary Technical Representative/Quality Assurance and inspector which monitors completion of projects and work being performed on maintenance dredging and hired labor projects.
Typical projects being conducted are construction, maintenance and repair work that includes dredging, grading, placing material, civil, and mechanical systems of various sizes of buildings and structures.
Incumbent will apply an extensive practical knowledge of construction and engineering practices, techniques, and inspection procedures.
Works under general supervision of the Chief Maintenance and Repair Section, who makes assignments by defining objectives, priorities and deadlines and assists incumbent with unprecedented or controversial matters.
The incumbent plans and carries out assigned work independently in accordance with governing regulations/agreements, accepted engineering practice and precedents.
Coordinates with supervisors, managers, engineers, and other professionals to develop detailed scopes of work to be utilized in completion of the work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
- Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment (such as masks, gowns, coats, boots, goggles, gloves, shields, body armor, encapsulating suits, etc.) is provided.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
- Employee may be required to lift items up to 75 pounds.
- Work involves towing and operating small boats. The majority of the work is on floating plants throughout the district and incumbent needs to be able to operate and/or tow smaller boats in order to get to the floating plant for many of the projects.
- Rotating shift work may be required.

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Review Work Statements and/or Scope of Work (SOW) documents for compliance with applicable policies and work practices; 2) manage complex and sophisticated pre-award and/or post-award contracts which require special handling provisions; 3) conduct site surveys on maintenance dredging and/or hired labor projects to determine existing conditions.; and 4) utilize Microsoft products to include: Microsoft Project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10) or equivalent level.
