About the Position: As an Engineering Technician, you will be responsible for ensuring the navigability of District waterways, conducting surveys, supporting the organizations program and coordinating equipment maintenance. Additionally, you will be tasked with monitoring data and channel conditions for safety, while gathering and providing the most up to date guidance, requirement and instructions to the appropriate functional areas.

Duties

Provide updated guidance, requirements and user instructions to appropriate functional areas. Prepare official reports to record all pertinent data during dredging operations. Compile all cost reports relating to dredging operations. Provide expert advice and guidance on dredging operations and related matters as performed in-house and by contract dredge personnel. Make periodic channel patrols and performs hydro-graphic surveys to identify potential dredging areas, document recommended channel route, identify or locate river hazards using side scan sonar along with single and multi-beam surveying technology. Support all dredging and hydro-graphic survey operations, serving in key role managing risk to the dredging mission. Provide technical expertise in the implementation and execution of the District Unmanned Aircraft System (UAS) Program. Utilize appropriate photogrammetric mapping software to process data, video, and imagery collected during UAS missions to develop 2D or 3DGIS and mapping products for customers.

Requirements

  • Valid state driver's license required.
  • Shift work (weekend and holiday work may be required).
  • Business travel up to 50% of the time.
  • Pre-employment and Annual required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is Mission Essential. In the event of severe weather conditions or other emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a requirement to lift up to 50 pounds in the regular performance of duties.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent must obtain/maintain American Red Cross Standard First Aid card in good standing within 12 months of appointment.
  • Incumbent must obtain/maintain American Red Cross CPR certification within 12 months of appointment.
  • This position requires an FAA Drone Pilot License that must be obtained within 24 months of appointment.
  • Employee must possess or be able to obtain and maintain a Corps of Engineers boat license within 12 months of appointment.

For GS-11: One year of specialized experience which includes: 1) Support of all dredging and/or hydro-graphic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydro-graphic survey procedures; 4) communicate with internal and external stakeholders on dredging and/or hydro-graphic survey functions of an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingReasoningTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent: For GS-09: 52 weeks at GS-08 For GS-10: 52 weeks at GS-09 For GS-11: 52 weeks at GS-10
