About the Position: Works on a government or contract dredge performing channel maintenance dredging within the Mississippi River Division on the Mississippi, Minnesota, Illinois, and Kaskaskia rivers for the St. Paul District.

Duties

In this position, the incumbent Precedes dredge to job location to verify work location and dredging limits. Utilize government furnished equipment such as survey boat, hydrographic surveying software, electronic fathometer, and GPS or global positioning system. Direct and personally makes new surveys when necessary to show changes caused from river fluctuations prior to dredge's arrival and determines new channel alignment required to cope with existing channel changes and existing river conditions. Oversee boat operators when taking soundings after dredging. Prepare official reports to record all pertinent data during dredging operations, such as pipeline used, cubic yards dredged, pumping time, location and cut data for use by the District and Division offices. Compile all cost reports relating to dredging operations. Serve as point of contact for automated data collection system, Dredging Quality Management to ensure system is functioning properly. Make on the spot decisions in connection with dredging control, changing job layouts, pipeline changes, re-buoying, and cut angles. Provide expert advice and guidance on dredging operations and related matters as performed in-house and by contract dredge personnel. Make periodic channel patrols and performs hydrographic surveys to identify potential dredging areas, document recommended channel route, identify or locate river hazards using side scan sonar along with single and multi-beam surveying technology. Support all dredging and hydrographic survey operations, serving in key role managing risk to the dredging mission through both reactive and proactive repair and maintenance of Channels and Harbors plant and equipment. Provide technical expertise in the implementation and execution of the District Unmanned Aircraft System (UAS) Program by maintaining Basic UAS Qualification (BUQ) required training and provide system monitoring during UAS missions. Utilize appropriate photogrammetric mapping software to process data, video, and imagery collected during UAS missions to develop 2D or 3DGIS and mapping products for customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent is required to obtain and/or maintain a required Corps of Engineers license for the operation of a motorboat less than 26 feet.
  • Pre-employment and periodic physical examinations and/or evaluations are required.
  • Must be able to possess and maintain basic CPR and Basic First Aid certification.
  • This position requires a FAA Drone Pilot License be obtained within 24 months of appointment and maintained.
  • The incumbent must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.

OR Education: Two full years of graduate level education or a master's degree in Civil Engineering, or related field of study. (NOTE: You must attach a copy of your transcripts for verification). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-10: Specialized Experience: One year of specialized experience includes meeting two of the following: 1) Assist in the support of all dredging and/or hydrographic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydrographic survey procedures; and 4) communicate with internal and external stakeholders on dredging and/or hydrographic survey functions of an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Successfully completed Two and a half years (i.e., 45 semester hours) of graduate level education in a field directly related to the work of the position, such as Civil Engineering. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 9. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience includes meeting all of the following: 1) Assist in the support of all dredging and/or hydrographic survey operations; 2) provide guidance on cost, equipment, and/or performance assurance of surveying processes; 3) serve as a technical advisor on dredging and/or hydrographic survey procedures; and 4) communicate with internal and external stakeholders on dredging and/or hydrographic survey functions of an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
