Duties
Analyze, evaluate, and review systems and programs to ensure the most efficient and economical use of available resources.
Performs value-added financial, accounting, or economic analysis to make informed decisions that better utilize resources and improve mission effectiveness.
Conduct briefings and presentations for senior leaders with the purpose to inform or instruct.
Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy.
Examines policy issues and strategic planning with a long-term perspective; determines objectives and sets priorities; anticipates potential threats or opportunities.

Qualifications
Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience at the GS-07 level is defined asexperience coordinating with customers and subject matter experts to ensure compliance with established policies and procedures.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience at the GS-09 level is defined as experience coordinating with customers and subject matter experts to ensure compliance with established policies and procedures; and experience reviewing and interpreting policies and procedures for impacts on the budget, agreements, and resource management processes.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience at the GS-11 level is defined as experience coordinating with customers and subject matter experts to ensure compliance with established policies and procedures; experience reviewing and interpreting policies and procedures for impacts on the budget, agreements, and resource management processes; and experience gathering and analyzing data for reporting in support of program metrics, higher-level reporting, program status updates, and process efficiencies.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
