About the Position: Serves as an Acquisition Analyst with responsibilities of developing performance work statements and other contract requirements package documentation for various types of complex contracts and other procurement actions.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Recommends types of contracts, contracting organizations, and contract provisions.
Participates in pre-proposal conferences with contracting personnel and prospective contractors to arrive at a clear understanding of what is required under the proposed contract.
Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Furnishes instructions and explanations on the new regulations and procedures.
Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 3 years as of entrance on duty.
- Must be able to obtain/maintain a SECRET clearance.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This position is a TERM NTE 3 Year position.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Developing Performance Work Statements (PWS) or Statements of Work (SOW); 2) Creating Market Research Reports or coordinating input for Independent Government Estimates; and 3) Evaluating criteria for various complex procurement actions to develop contract strategies.
