Duties
As a LEAD HUMAN RESOURCES SPECIALIST at the GS-0201-14 some of your typical work assignments may include:
Serves as Team Leader and Senior Human Resources Specialist with responsibility for program administration and responsibility or the coordination of functions in the following functional areas: recruitment and staffing; classification; employee relations; performance management/awards and employee development.
Responsible to the supervisor for assuring the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities.
Documents and makes available policies, procedures, and written instructions from the supervisor; represents the team in dealings with the supervisor for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues that arise.
Advises employees and managers on the position classification process, and use of the various classification tools such as classification and job standards, higher echelon decisions, and standard job descriptions.
Advises management on recruitment strategies, sources and special programs which emphasize affirmative action in staffing positions.
Provides oversight of Workforce Specialists who have responsibility for coordination of HC Programs where DSCA TM has overall lead responsibility such as Management-employee relations, Performance Management, Awards, Work Life Program, Payroll, EEO, Drug Testing and Employee Development.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 level in the Federal service:
Advising and performing the full range of classification, recruitment, and staffing work in accordance with federal laws, rules, and regulations;
Developing and providing guidance on overseas recruitment processes and conditions of employment;
Determining and administering overseas allowances and benefits; and
Developing processes and providing training related to staffing or human resources programs for a federal agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
