Duties

The primary purpose of this position is: To serve as a Senior Program Analyst, Nuclear Command, Control, and Communications (NC3) Enterprise Center (NEC), NC3 Next Generation Division (NG). The position is responsible for planning, synchronization, coordination, and management of NC3 next generation capabilities across the DoD NC3 enterprise. Conducts planning, organizing, coordination, synchronization, de-confliction, and oversight of the NC3 Enterprise long-range next generation capabilities across classification levels and all physical and virtual domains. Ensures that solutions to technical and controversial operational issues and problems support the larger NC3 enterprise and Next Generation challenges cutting across organizational lines. Employs the most sophisticated management theories like Big Data ingestion and analysis, and doctrinal planning procedures captured in JCIDS, and operational analysis tools to ensure assessment and execution of NC3 next generation capabilities across the DOD.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays.
  • The employee must be able to obtain and retain a US Government official passport as a condition of employment.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes Mastery of the technical aspects of NC3 next generation capabilities and the program interactions with related C3 architectures and operational plans in order to develop recommendations and inform decisions, which shape and deliver essential NC3 Enterprise capabilities for the Department and the Nation. Expert knowledge and ability to develop Command guidelines, policies, and procedures that affect the secure acquisition of mission critical systems. Ability to produce and maintain a complex and dynamic NC3 next generation roadmap in collaboration with the Joint Staff, OSD Staff, CCMDs, Services and National Laboratories supporting planning within a rapidly evolving, highly complex, and extremely dynamic information technology environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of nuclear command and control system (NCCS), nuclear command, control and communications (NC3), National Leadership Command Capability (NLCC), continuity of government (COG), and senior leadership command, control and communications (C3) operational plans, programs and capabilities. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations. Skill to organize and lead study teams tasked to originate new ideas, projects, and methodologies. Knowledge of national Intelligence Community structure, organization, roles and missions, and interrelationships with the DoD as it pertains to the NC3 mission to include intelligence requirements, assessments, analyses, and planning operations and activities. Advanced skill to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relationships with diverse groups and executive level management. Expert knowledge of and advanced skill to apply procedures, requirements, regulations, and policies including the ability to maintain credibility with others on technical matters sufficient to formulate, justify, and execute assigned functions in support of the mission, structure, goals, work processes, and programs of the NC3 Enterprise. Knowledge of DoD Planning, Programming, and Budgeting System and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of the mission, roles, functions, responsibilities, organizational structures, goals, objectives, and operations of DOD, Joint Staff, Combatant Command, and Service Components sufficient to provide command level staff guidance and evaluate the effectiveness of planning actions as related to actual events. Advanced skill to analyze, research, present, and negotiate very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
