The primary purpose of this position is to develop policies, provide program management, and issue implementing instruction and guidance pertaining to the Army and Air National Guard technician employment and pay. Accomplishes projects and provides expertise and advisory assistance for the most complex area of these programs.
Duties
Formulates policy and establishes procedures for nationwide application in the areas of employment and pay to ensure that state Human Resources Offices (HROs) in the field are conducting programs in accordance with the provisions of Title 32, Civil Service laws and requirements, and in a mission-oriented manner
Researches, develops, writes and publishes employment and pay regulations and policies to ensure that state HRO in the field arc conducting these programs in accordance with Civil Service laws and requirements, the provisions of Title 32, and in a mission-oriented manner
Interprets questions from the states on all employment and pay-related rules and regulations. Provides policy guidance to NGB regional Human Resources personnel in these program areas, and participates in the development of courses for nationwide applicability and training requirements in specified areas
Monitors proposed and Pending legislation that impacts the Technician program, providing recommendations as to the National Guard position, determines potential impact of proposals on National Guard programs and policies, and recommends solutions and alternatives to ensure continuation of the mission
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co workers and conducts or leads conferences as representative of the command

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Support Positions.
SPECIALIZED EXPERIENCE:
GS-12
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include in-depth knowledge of management and organizational concepts, principles, practices and techniques in order to formulate goals, objectives, policy and programs that are responsive to the needs of the National Guard to serve as an HR specialist providing Title 32 advisory services on employment and compensation in the Federal government, and their relationship and interaction with other functional areas of Federal human resources management.

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of, and ability to advise laws, executive orders, regulations, policies, procedures, directives, instructions, and concepts affecting Federal Human Resource Management such as, but not limited to, staffing, classification, employee relations, labor, civilian pay and employee benefits
Knowledge of the legislative process and the Title 32 and Title 5 excepted service program in order to proposals which impact the National Guard excepted service program
Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve organizational, operational, and technical problems
Knowledge of resource management, such as appropriations, manning and funding requirements, work year management, and their impact on effective mission accomplishment
Skills in preparing and presenting presentations, both orally and in writing
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers
Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy

In-depth knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts affecting employment and pay within federal civil service and their relationship and interaction with other functions of human resources management in the Federal service
Knowledge of the legislative process and the Title 32 excepted service program in order to monitor legislative proposals that impact the technician program
Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods
Organizational and planning skills sufficient to plan broad studies encompassing many phases, stakeholders and competing factors and to provide for quality recommendations and timely conclusion of studies
Skill in fact finding, analysis and problem solving sufficient to develop and implement innovative programs to meet mission/organizational requirements, assimilate large amounts of data, and identify which data is most pertinent to the issue and/or study
Ability to communicate both orally and in writing and to present, defend, negotiate and resolve complex issues, foster teamwork, enhance organizational credibility and to forge coalitions among persons with conflicting interests
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
