The Primary Purpose of this Position is to serve as the Accounting Branch Chief, in the Air Force Accounting and Finance Office (AFAFO) under the Office of the Deputy Assistant Secretary of the Air Force, Finacial Operations (SAF/FMF). Will also serve as advisor on programs and issues encompassing all financial and financial related functional areas.

Duties

Plans, organizes, and directs the activities of SAF/FMFC (AFAFO), ensuring that the Accounting Branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents SAF/FMFC (AFAFO) with a variety of installation and functional area organizations. Serve as the accounting branch chief responsible for reviewing an entire program characterized by number of operating systems and related programs. Serve as a senior staff member at SAF level, in a military component responsible for developing fiscal and financial management policies, procedures, and guidelines for the agency or activity.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.
  • This position meets the executive exemption criteria for Fair Labor Standards Act (5 CFR 551.205).
  • Position is centrally managed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the purpose of the work is to develop recommendations and participate in established agency accounting and financial management requirements and polices. The work may involve proposing accounting systems designs which ensure the agency has effective accounting and financial management control for all its fund entities and operating missions. The employee ensures that the accounting system conforms to principle and standards, provide the required degree of internal control, meet reporting requirements, and provide information necessary for management of mission and programs. The work involves ensuring that the agency finances are well managed, so the financial status of agency programs and mission and other necessary information are available for decision making by all management levels. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws and regulations governing financial management procedures. 2. Ability to interpret financial reports, schedules, and statements. 3. Knowledge of financial management systems and concepts. 4. Knowledge of generally accepted financial management principles and standards. 5. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. 6. Knowledge of general fund, revolving, and/or non-appropriated fund accounting principles and procedures. Ability to inspire, motivate and guide others toward goal accomplishemnt. Must have leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
