The primary purpose of this position is: to perform civilian pay, military pay, travel pay, and accounting oversight at NGB/FM. Oversight will extend to the 54 states and territories and over 90 ANG units. Creates and modifies policy to ensure the proper, legal and correct utilization of government funds in compliance with fiscal law, DAF instructions, directive and higher headquarter policy and guidance.

Duties

Team Lead and Senior Analyst for FMFF branch. Directs and executes wide spectrum pay operations (civilian pay, military pay, travel pay and accounting) for ANG wing customers which requires the development of policies and procedures unique to the ANG in an environment of constantly changing priorities and missions. Analyzes and examines complex civilian pay, miliary pay, travel pay and accounting data and accounts to resolve transactions, complaints, and discrepancies. As Senior Analyst, oversees the ANG Travel Program, which includes the Government Travel Charge Card (GTCC) and the DTS for ANG. Provides customer service in person, by e-mail, or by telephone to internal and external customers, e.g., Commanders, Directors, resource advisors, members of serviced organizations, ANG units, contracting office, DFAS, OSD, AFAFO and SAF/FM. Accomplishes special and recurring projects, gathers data, and prepares a variety of reports for financial management functions.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of financial systems, policies, procedures, and generally accepted financial practices, methods and techniques in order to perform assignments dealing with problems of a procedural or factual nature. Knowledge of, and skill in applying organization's missions, functions, goals, objectives, work processes, and sources of funding; commonly used finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned; and sources of factual data about civilian pay, miliary pay, travel pay and accounting relevant to assigned tasks sufficient to: relate needs and accomplishments of the organization to accounting and finance processes and systems, relate this knowledge to the needs of the serviced organizations. Works independently on complex and unique assignments, analyzes and verifies accounts, checks for early and late payments and for proper authorizations, delinquencies in GTCC accounts and identifies financial problems such as inadequate maintenance of funds, inaccurate records and reports, improper methods for document control and lack of documentary evidence. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of laws, standard regulations and procedures pertaining to accounting and finance activities, fund accounting and implementation of accounting and finance systems, and to provide assistance on matters pertaining to accounting and finance functions and to analyze and interpret financial data in the preparation of reports, schedules, and statements. Knowledge of federal, general accepted accounting and financial principles and standards, and Chief Financial Officer's Act requirements. Knowledge of Air Force, Air National Guard, and Air Force Reserve organizational structure and functions to coordinate civilian pay, miliary pay, travel pay and accounting requirements with appropriate offices. Skill in analyzing budget and data relationships in conflicting program and budget objectives and changing guidelines to support financial accountability. Ability to communicate effectively. both oral and written, to justify, defend, present, and/or advise on civilian pay, miliary pay, travel pay and accounting processes or actions. Knowledge of Department of Defense organizational structure. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
