The primary purpose of this position is to improve the financial reporting/accounting of acquisitions. The incumbent will work to improve internal controls, systems and business processes to ensure that acquisition transactions populate Air Force financial statements accurately and in compliance with all federal accounting/financial reporting standards.
Duties
Develops and promulgates financial and accounting policies. Interprets and communicates accounting policy and guidance to all levels of the Air Force in accordance with Federal Accounting Standards Advisory Board, Office of the Secretary of Defense, Office of Management and Budget, Treasury and Public Law requirements.
Provides guidance, direction, and coordinates the activities associated with general fund and working capital fund accounting and finance systems, including projects to be undertaken cooperatively with other functional areas.
Provides strategy and direction for Air Force-wide Change Management and Knowledge Management Initiatives. Develops and participates in projects using a wide variety of management concepts, tools, and techniques (benchmarking, process mapping and surveys) for the purpose of determining process effectiveness within financial management and across the Air Force.
Participates and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, laws, and regulations of financial management and the relationship of various financial management programs throughout the agency. As well, Mastery of developing, recommending, and implementing budgetary and financial policies to all levels of an organization to include knowledge of qualitative and quantitative techniques to apply management principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques to apply management principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy.
2. Knowledge of the organization, programs, missions and functions of the agency's organizations to conduct studies and determine innovative solutions to complex, cross functional problems.
3. Skills in applying analytical and evaluate techniques for the identification, consideration and resolution of the issues of problems concerning the efficiency, effectiveness and cost of program operations.
4. Skills in planning, directing, leading, mentoring and motivating project team members to conduct comprehensive organizational analyses/studies of a wide diversity of organizations to review processes and conduct extensive analysis of processes to substantiate change to organizational dynamics and increase knowledge transfer.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Conditions of Employment:
This is a Financial Management Level 3, GS-14 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
