The primary purpose of this position is to serve as Financial Management Specialist in support of the Office of The Judge Advocate General and its Field Operating Agencies, performing a wide variety of budget functions involving formulation, justification, analysis, and execution of budgets for the organization's direct programs and activities. NTE: AUG 2027

Duties

Financial Management and execution of the AF/JA annual budget. Independently receives, reviews, and classifies complex transactions where guidelines lack specificity to requirements, circumstances, or problems and/or are frequently changed. Serves as the functional point of contact for day-to-day budget/financial issues. Serves as Agency Program Coordinator for DAF/JA and its Field Operating Agency.

  • Required to obtain and maintain a Secret security clearance
  • Work may require flexibility in schedule due to annual recurring budget drills during peak execution periods
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a Term Position: Not-to-Exceed August 2027.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of concepts, principles, practices, laws, policies and regulations which govern budgeting in the Department of the Air Force in order to provide instructions and guidance on formulation, justification and execution of the budget and to review, edit and consolidate budget estimates. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques and methodologies pertaining to budget formulation and Financial Management; and the financial and budgetary relationships between subordinate and senior levels of financial management and budgeting within the command entity. 2. Ability to provide oversight to government purchase card account holders and check writers and direct necessary corrective action when required. 3. Knowledge of accounting files, listings, and document control systems as well as the relationship between accounts and the effect of debit and credit entries of the system of accounts. 4. Ability to communicate effectively, both orally and in writing. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds and ability to assist with presentations on short notice. Knowledge of Air Force and DoD Planning, Programming, and Budgeting Execution (PPBE) processes and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB circulars and Congressional legislation (e.g POM, FYDP, Defense Guidance, Joint Strategic Planning Program). 5. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities and organizations. 6. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
