The primary purpose of this position is: To serve as a first level supervisor, to manage and lead the Accounting Operations (FMOA) branch and staff; providing direct support to the realm of AFDW, HAF/SAF and tenants. The position exercises first-level supervisory and managerial authority over the FMOA and serves as advisor and is subordinate to the Chief, Accounting Division (FMO).

Duties

Plans, organizes, and directs the activities of the Accounting Operations (FMOA) branch, ensuring AFDW/FM complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents AFDW/FM with a variety of installation and functional area organizations. Conducts and instills advisor role, management accounting analysis and reporting, prime events/tasks/projects planning and support, senior DFAS liaison, Financial Improvement and Audit Readiness (FIAR), and Quality Assurance (QA); and prepares and delivers oral presentations such as specialized briefings, training sessions, consultations, and strategy sessions.

  • ‘This is a Financial Management Level 2 (2, GS-10-13) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This is a Supervisory Position - A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes developing, promulgates, and institutes mission essential agency accounting and financial management requirements and policies. Work involves financial, systems, and accounting support to agency commanders and resource management personnel. Products and services include: accounting for a multitude of Air Force appropriated funds (active and expired), managing Tri-Annual funds reviews and performing high-level reporting and fund certifications, maintaining fiduciary and pecuniary responsibility and liability for five dozen appropriations, providing Technical Area Security Officer functions to ensure proper controls and access to accounting/ financial management systems, managing vendor pay and government purchase card programs are in compliance with the Prompt Payment Act. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws and regulations governing financial management and accounting. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Skill in interpreting accounting reports, schedules, and financial statements. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments; AND Knowledge of appropriated/general funds, revolving, and fund financial procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
