Duties
Senior Subject Matter Expert in a Mission Support Organization
Analyzes workload data, FTE execution, hiring and succession planning
Assesses organizational structures for compliance with standards, plans and implements organizational adjustments by preparing General Orders.
Manages labor budget and select non-labor programs.
Provides oversight of organization Defense Travel System program.
Manages organizations simplified acquisition purchasing program for software, hardware, and IT support equipment.

Qualifications
To qualify for a Management Analyst, your resume and supporting documents must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 or NH-03 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Directing management actions related to manpower planning, programming and labor budgeting are completed on schedule. Ensuring manpower requirements are adequately portrayed and supported throughout the DoD Program Objective memorandum (POM) cycle.
Independently instituting the actions necessary, including generation of correspondence to the appropriate agencies, to obtain approval for manpower, training, and personnel requests and taskings.
Planning and conducting specialized studies and/or projects as assigned. Leading or participating with other teams to study a full range of managerial and financial concerns related to effective organization and resource utilization.
Developing internal processing and procedures for accomplishing manpower and professional development management reviews and studies.
Experience as either a Billing Official or Card Holder for a simplified acquisition purchasing program
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
