Duties
Evaluate and analyze project performance results and provides technical advice to the Director, the Senior Leadership Team, and DCMA process managers.
Integrate the DCMA Planning Process with Office of Secretary of Defense (OSD) Government Performance and Results Act (GPRA) efforts to ensure appropriate strategic planning, performance and results reporting.
Provide input to, and participate in organizational Strategic Plan events, the Director's Council, SLT, goals/initiative meetings, Capability Board meetings and other internal/external reviews.
Provide recommendations to the Division Director, based on review, analysis, and evaluation of Agency requirements.
Formulate new methods and strategies for improving contract management functions by means of streamlining processes.
Provide extensive project management expertise to accomplish project assignments, while stressing results by formulating strategic program plans that assess policy/program feasibility.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applying analytical and performance measurement techniques such as data analysis and presentation, and project management context to include project life cycle, stakeholder perspectives, external influences, and key general management skills.
Developing and implementing policies, procedures, performance objectives, and goals to develop and manage major organization-level initiatives and programs.
Integrating unique business functions into one common, collective, and supporting business structure designed to ensure customer satisfaction at an economical cost.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
