Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
Duties
Researches and interprets Federal and agency-level policies, laws, and regulations related to recruitment and placement to provide advisory services to management, employees and applicants.
Consults with management to identify recruitment needs and advises on recruitment options and strategies.
Conducts job analyses to include identifying major job duties and critical competencies required to successfully perform major duties, and developing criteria to evaluate applicant proficiency levels on competencies.
Reviews candidate qualifications and legal eligibility for employment to ensure consistency with Federal civilian hiring rules and regulations. Makes official job offers and coordinates the on-boarding process
Sets pay and resolves complex pay-setting issues based on Federal regulations and Agency policy and procedure.
Reviews personnel actions with authority to certify the accuracy of information entered, and ensures that proposed action is in compliance with statutory and regulatory requirements.
Performs audits, special projects or gathers data related to staffing operations with the ultimate goal of improving customer services.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing Human Resources advisory services and technical assistance to hiring managers and customers involving the application of staffing theories, concepts, laws and regulations in a business environment. Examples of qualifying specialized experience include providing operational and advisory level staffing support to include conducting job analysis; reviewing and assessing applicant experience and demonstrated skills for a vacancy; reviewing application materials and determining eligibility for employment based on regulation; examining various avenues of recruitment sources and methods for appointing applicants; developing vacancy announcements; designing and documenting application assessment criteria; processing, reviewing and auditing personnel actions in accordance with law, regulation and policy.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Education
Substitution of Education for Specialized Experience:
GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
