The primary purpose of this position is to serve as staff advisor to organizational leadership for all administrative concepts, policies, and procedures.
This is a term position and has a NTE date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds
Duties
Management Analyst: DO-0343-01
Develops necessary guidance, processes, procedures, and policies to assist/inform management and
employees on administrative requirements. Manages full realm of information management and business service to
include, but not limited to, time reporting, Defense Patent program, Freedom of Information Act (FOIA), Privacy Act,
Government Travel Credit Card (GTCC), Publications and Forms, Records Management, Pay Systems, In/Out Process
Support, R&D Case File Management, Science & Technology Information (STINFO), and Defense Travel System (DTS).
Conducts a variety of managerial and administrative support studies, analyzes data, then develops a response to the needs of stakeholders. Identifies specific administrative support issues, problems, processes and/or procedures to create
appropriate alternatives utilizing process improvement initiatives.
Program execution is conducted through the use of databases, tool suites, and automation tools to maintain currency and accessibility of associated data/information, to provide insight to upper management and HHQ, to minimize the administrative burden on the technical community, to address inquiries/taskers, to generate reports, and to promote efficiencies in associated business/information processes.
Manages, directs, and implements directorate-level policies and procedures for administering specific guidelines and
processes associated with any of the additional various core business services and information management programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing date, at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience managing the full realm of information management and business services including research and development (R&D) case files and organizational essential records. Specialized experience also includes using databases and other information systems in administering projects and processing scientific and technical information (STINFO) products.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
