You will serve as a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) in the FLEET HUMAN RESOURCES OFFICE of FLEET HRO NORFOLK.
Duties
You will identify, plan, and coordinate FLTHRO Norfolk technical data requirements and specifications, database applications, and equipment necessary to develop, modify and apply data management systems to effectively support mission demands.
You will design, develop, modify and/or implement complex, automated HR data processing systems, which provide decision-making information to higher level management.
You will analyze and evaluate the nature and scope of work and make recommendations to determine the need for further system requirement development, modification and redesign.
You will analyze information for high echelon management officials, technical and functional users through independent research.
You will explore system input/retrieval design alternatives by applying an in-depth understanding of civilian personnel management functional areas, automation requirements, characteristics, and techniques, such as database management systems.
You will recommend the most technically feasible, efficient, and cost-effective search designs within user-stated limitations and objectives.
You will translate broadly defined requirements into HR system specifications.
You will review existing and anticipated future database situations including current automated systems, current data shortcomings, and data requirements of the organization.
You will coordinate studies and plans with directorate managers as well as administrative and technical personnel at all levels.
You will develop work plans, program logic, special instructions and detailed flow charts outlining processes and data management needs.
You will provide automated/information systems support to FLTHRO Norfolk.
You will serve as a technical advisor for retrieval of data from HR automated systems and support personnel proponent functions.
You will use a variety of computer programs, to include databases, spreadsheets, word processing and custom-designed software to prepare recurring personnel reports.
You will develop, convert and prepare spreadsheets, graphs, charts, and text documents into standard report formats.
You will prepare matrix reports and data analytic reports for FLTHRO Norfolk and other serviced customers.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS -12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with cost benefit analysis to analyze and study current and desired systems to recommend the most cost-effective systems for local application.
Experience with oral and written communication methods and techniques with a variety of internal and external stakeholders.
Experience serving as a lead and/or technical expert concerning the application, implementation, and maintenance of the automated database system and the resolution of associated systems problems.
Experience communicating in a consultative manner in order to provide expert technical advice in the development of solutions to complex HR systems problems.
Experience interpreting policies, laws, practices and regulatory guides relative to HR Information Systems.
Experience translating HR business practices into information system requirements and applying information technology principles to HR business processes.
Experience maintaining and enhancing data needs of the serviced population; to include designing, integrating, retrieving and providing HR reports to the serviced population.
Experience with complex HR concepts, practices, and procedures; to include database systems management and quality assurance principles and practices.
