About the Position: The incumbent carries out assigned projects, primarily the acquisition in fee and lesser estates, but also the management of government leased real properties, and the transfer and termination of leasehold interests. This is a Temporary Promotion Not-to-Exceed (NTE) one (1) year, may be extended up to maximum of five (5) years, may be made permanent without further competition.
Duties
Serve as Senior Realty Specialist for the District Recruiting Branch ensuring Federal realty policies are adhered to during acquisition of real property.
Provide advice and technical guidance to Commands on real estate matters.
Review policy directives, regulatory and other guidance received from higher authority to determine impact and supply guidance to staff.
Assist Commands in acquisition and relocation assistance matters.
Serve as a troubleshooter, handling problems encountered by the project command.
Provide a broad range of real estate expertise covering the assigned geographical area.
Work complex and controversial real estate transactions dealing with in-grant administration, utilization program, disposal program, easements, contract disputes, lease disputes, acquisition, rights of entry, and permits.
Assist lower graded realty specialists with difficult and/or unique issues.
Provide the initial technical review in order to outline scope of work and handles the most controversial and complex issues and problems personally.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Duties necessitate the willingness and ability to travel by any appropriate means and at any time deemed necessary. Position requires Temporary Duty Travel (TDY) 35% - 50% of duty time.
- Responsible for observing all safety rules, regulations, and directives applicable to the work assignments.
- Must possess valid state driver's license.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

Specialized Experience: One year of specialized experience which includes applying real estate principles, regulations, practices and techniques to complex acquisitions, negotiations, and management of leasehold interests including recent experience with market surveys, relocation of recruiting facilities, and facility build out inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
