This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for USACE for Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Branch Chief in Real Estate Division, Principal Advisor and Consultant to the Chief, Real Estate Division on all technical Real Estate Matters associated with Real Estate projects through the District.
Duties
Exercise administrative and technical supervision over Branch employees and contract employees, both directly and through team leaders.
Plan work to be accomplished by the Branch; set and adjust short-term priorities; assign work based on priorities, difficulty and requirements of the assignment, and capabilities of individual employees.
Interview candidate for positions in the Branch and recommend appointment, promotion, or reassignment to such positions.
Resolve complaints from employees, referring more serious, unresolved complaints to Chief, Real Estate Division.
Search for ways to eliminate or reduce bottlenecks, promote team building, and improve business practices.
Serve as Point-of-Contact and authoritative source of information and advice to Chief, Real Estate Division and to the district staff elements regarding technical real estate issues involving the Branch.
Plan, organize and monitor key features of ongoing projects to assure customer priorities are met.
Monitor Branch budget and obtain clearances, authorizations, and funds when required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
