This position reports to the Cultural Resources Program Manager, Lake Clark National Park and Preserve, and serves both Lake Clark National Park & Preserve (U.S. National Park Service) (nps.gov) and Denali National Park & Preserve (U.S. National Park Service) (nps.gov), duty station is Anchorage, Alaska.

Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately March - December, and you will be in a non-pay status for the remainder of the year. Major duties include but are not limited to: This position serves as the Lake Clark National Park and Preserve and Denali National Park and Preserve Tribal Liaison for Alaska Native tribes associated with the two park units. The tribal liaison provides authoritative advice to the superintendent and park management team on tribal issues, and serves as the park's technical expert on law, policy and guidance pertaining to tribal consultation and the government-to-government (G2G) relationship including co-stewardship agreements. The variety of issues for which the incumbent is responsible is broad, including providing advice to the park on government-to-government consultation with tribes on park management issues, advising the park superintendent in consultative and working relationships with 15+ tribes on issues pertaining to Indian Law and policy, planning and development issues, concessions contracts, compliance, resource use and access, special use permits, exhibit and interpretive programs, boundary disputes, and dispute resolution. Travel is required for site visits including backcountry travel, consultations at associated Tribal headquarters, training, and meeting attendance. Duties will be developmental in nature when filled below the full performance level. Physical Demands: Work is largely in an office setting and sedentary, but will sometimes involve field work, or standing, sitting, or walking for long periods of time. Field work may require physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting and carrying moderately heavy to heavy items. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed in both an office setting and occasionally outdoors with moderate risks.

Qualifications

All qualifications must be met by the closing date of this announcement-02/21/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. GS-09 REQUIREMENTS: To qualify for this position at the GS-09 grade level, you must possess at least ONE of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:(1) participates in consultation meetings with federally recognized tribes; (2) communicates effectively orally and in writing with experience in public speaking; (3) experience implementing internal education of employees about issues related to tribes; (4) experience working across organizational boundaries with non-profit organization and/or other federal/state agencies and/or Alaska Native or American Indian tribes. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education (36 semester hours) leading to a major study in Native American studies, tribal relations, public relations, recreation management, or other fields directly related to the position. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts. -OR- Successful completion of a combination of specialized experience as described above and education as described above which total at least one year. For example, 6 months of specialized experience (50% of the experience) and 1 ½ years of graduate study or 27 semester hours (50% of the education requirement) would qualify an applicant for this position. (Only graduate education in excess of the amount required for the next lower grade level may be used - the applicant's first year of graduate study is not qualifying for GS-09 when combining). You must include transcripts AND hours per week worked. GS-11 REQUIREMENTS: To qualify for this position at the GS-11 grade level, you must possess at least ONE of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Alaska Native or American Indian tribal cultural competence including: knowledge and understanding of tribal heritage, issues, and concerns; (2) experience in leading and facilitating government to government consultations with federally recognized tribes; (3) conversant with stakeholders on DOI/NPS statutes, policies, regulations and guidelines as well as specific NPS programs directly related to tribes including co-stewardship agreements; (4) experience facilitating sensitive discussions with tribes on complex and/or controversial issues. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D., LL.M., or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (54 semester hours) leading to such a degree in Native American studies, tribal relations, public relations, recreation management or other fields directly related to the position. The education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. You must include transcripts. -OR- Successful completion of a combination of specialized experience as described above and education as described above which total at least one year. For example, 6 months of specialized experience (50% of the experience) and 2½ years of graduate study or 45 semester hours (50% of the education requirement) would qualify an applicant for this position. (Only graduate education in excess of the amount required for the next lower grade level may be used - the applicant's first year of graduate study is not qualifying for GS-11 when combining). You must include transcripts AND hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include hours per week worked.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
