The selectee of this position serves as a Human Resources Specialist. You will be responsible for managing the executive and political human resources programs including overall Senior Executive Services (SES) allocation management for the USMS executive resources policy, position management and classification, recruitment and staffing management, performance management, executive support and program support to the Executive Resource Boards.
Duties
As a Human Resources Specialist at the GS-0201-13/14 level, some of your typical work assignments may include:
Conducting work related to the recruitment, selection, and placement of USMS Senior Executive Service (SES) positions and political appointees.
Providing Executive Resources advisory services.
Providing leadership, advice, and guidance to the USMS personnel offices and top management officials, with a focus on SES performance management, program policy interpretation, and complex operating problems.
Analyzing interrelated issues and programs, complicated by the need to consider and evaluate the impact of changes in legislative and regulatory requirements.
Developing new or proposed interdisciplinary Human Resources management policies, procedures, and guidelines for a wide range of agency operations.
Responding to all SES inquiries and requests for information.
Collaborating with USMS managers and supervisors on the development, improvement, and administration of the program

Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0201-13 level, if you fulfill the following qualifications:
1)Providing Executive Resources advisory services; 2)Implementing Senior Executive Services (SES) staffing, recruitment, classification, and placement requests; and 3) Applying a wide-range of recruitment/placement concepts, practices, laws, regulations, and policies (i.e. Pathways and Student Volunteer Programs, Delegated Examining, Merit Promotion, Non-Competitive authorities and Excepted Service).
One year of full-time specialized work experience at or equivalent to the GS-12 grade level in the Federal service performing duties such as: 1) Supporting an organization's financial systems help/service desk; 2) Providing advice and recommendations on financial aspects of operation, maintenance, and use of financial systems; 3) Reviewing, analyzing, and recommending changes to the financial operations and/or systems; and 4) Maintaining the security for an agency's financial systems.
GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
