You will serve as a HUMAN RESOURCES SPECIALISTY (RECRUITMENT AND PLACEMENT) in the HUMAN RESOURCES OFFICE, STAFFING & EMPLOYMENT BRANCH (BD131) of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will provide advisory services on complex recruitment and placement issues.
You will advise management on recuritment strategies, sources and use of special programs.
You will make suggestions and offer advice concerning attracting the best qualified candidates in support of staffing goals and programs.
You will develop short and long range staffing plans.
You will provide advice on future staffing strategies, including necessity for workforce shaping.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes for occasional site visits.
Qualifications
FOR THE GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Applying a wide range of staffing theories, concepts, practices, laws, policies, rules, regulations. precedents and procedures to complete various assignments; 2.) Using automated staffing and recruitment systems to complete routine actions such as reassignments, promotions and separations; 3.) Utilizing pay administration laws, rules and regulations to enforce accurate pay-setting; 4.) Using internal and/or external placement services in order to recruit highly specialized and hard to fill positions

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
