The primary purpose of this position is to provide functional management over planning, direction, organization, and control for the Operations Support and Technical Development Branch activities under supervision of the Branch Chief.
Duties
Participates in the planning and organizing of the activities of development support of Mission Assurance operational, higher headquarters reporting, and risk decision-making requirements.
Functional management responsibilities.
Leads in quality assurance meetings with system users and supports integration of other Mission Assurance related capabilities.
Develops and maintains necessary lines of communication, Memorandums of Understanding, Memorandums of Agreement (MOUs/MOAs) and promotes data standardization and information protection/sharing with other Government agencies, DoD Components, Defense Sectors, private industry, and foreign countries as requested.

- The incumbent must be able to obtain and maintain a TOP SECRET/SCI clearance as a condition of employment.
- This position is subject to provisions of the DoD Priority Placement Program
- This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
- Overtime may be required as workload increases.
- The incumbent may be required to travel by military or commercial aircraft for temporary duty up to, but not limited to, ten days per month.

This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. The incumbent is subject to random testing for drug use.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, special operations, or similar operations; thorough knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; detailed knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Proficient knowledge of OSD and Joint Chief of Staff requirements definition and system acquisition/development processes.
Knowledge of the mission, roles, functions, organization structures, and operation of DoD, Combatant Commands, Service Departments, and command organizations that govern, interface with, and influence division and program responsibilities and activities.
Provides senior leadership technical knowledge that enhances the credibility on a highly technical operations support project, the ability to understand important aspects of the project, and the ability to communicate with a wide range of technical development team skill sets.
Skill in evaluating and resolving complex problems. Uses initiative to identify complex problems and rely on sound leadership, technical, and managerial skills to resolve.
Ability to interpret DoD, national policy, regulations, procedures and systems processes, and correctly apply concepts to solve CDRUSSTRATCOM policy initiatives; ability to integrate personal knowledge and personal study finding to develop recommendations and guidelines for USSTRATCOM policy.
Skill to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
