The primary purpose of this position is to Serve as one of the representatives for the High Performance Computing Division and provide analysis and studies to ensure adequate facilities, equipment, technical data, and processes are in place to support mission requirements in a cost effective, safe, and timely manner to support program management directives.

Duties

DO-0343-02; Management Analyst Responsibilities include providing technical guidance, advisory support, and assistance on a wide range of management issues. Analyze and assess program management application (planning, development, acquisition, systems engineering, and logistics support) to implement AFRL processes and procedures for life cycle program management support. Participate in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, technical developments, program changes, etc., and the interpretation and advocacy of program and project objectives. Reviews financial and non-financial program data to determine if projections are accurate and overall system performance is being achieved as projected. Develops cost estimates and/or funding projections for current and future acquisitions. Works with financial Functional Manager and customer technical and programmatic staff to identify out-year funding requirements in support of the budgeting process, is performed on time and with positive feedback from participating officials. Plans the management and/or acquisition strategy for assigned projects/programs within cost, schedule, and performance objectives. Develops the schedule for current and future acquisitions to support mission goals. Interprets Air Force acquisition, logistics, and program management directives. Stays abreast of regulations, policies, and procedures and provides guidance in interpretation and implementation to streamline business operations. Develops plans for implementing decisions and procedural changes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing of this announcement, 1 year (52 weeks) of specialized experience at the next lower grade GS-11/DO-01, or equivalent in other pay systems. Examples of specialized experience includeperforming program management, analysis, evaluation, and execution, to include program planning, development, implementation and improvement of program operations. Experience in reviewing and monitoring resource allocations, guideline requirements for operations, including contractor resources and Government Purchase Card (GPC) AO duties. Experience in defining milestones and deliverables, monitoring activities and evaluating accomplishments. Experience in preparing and/or conducting program-related presentations at a variety of meetings to senior leadership and other staff members to ensure program initiatives are being met. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11/DO-01 level is required to meet the time-in-grade requirements for the GS-12/DO-02 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Develops new methods, criteria, policies, or precedents for business management or a professional field. Modifies or adapts established methods and approaches to complex issues that affect a wide range of organizational activities. Communicates important concepts to influence decisions or recommend solutions with specialists and management officials in own organization. Occasionally communicates with individuals at higher levels and in other organizations. Works with customers to define/anticipate problems and develop strategies for effective resolution within a particular program area. Supports execution of activities that advance the business-related goals of the organization. Contributes as lead or key member of the team performing the substantive analytical or professional duties in support of the organizational mission. Effectively carries out integrated advisory and program work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
