About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as the Deputy Assistant Program Manager for SOF Enablers to PM Special Programs.
Assures Interface and coordination of all actions with other Government agencies, including DoD, DA, AMC and other organization elements.
Directs the work of specialists within the office and, through functional managers, the activities of a great many matrix support specialists.
Coordinates system development plans, system product improvement plans and establishes design development objectives with users to ensure system aspects and capabilities are in consonance with user requirements.
Develops plans for accomplishment of assigned projects.
Directs effective utilization of project resources.
Responsible for the cost, schedule and performance of assigned programs.
Coordinates directly with end users to prepare procurement packets for funding of efforts, serves as COR as required, and works with Contracting Officers in support of service contract life cycle management.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
- Drug testing: This position has been designated for drug testing. If you are selected for this position you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
- Must file an annual financial statement. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1)Coordinating acquisition support to meet program objectives which includes any of the following: managing cost, performance, or risk for services-oriented programs. 2) Experience performing contract award to include any of the following: conducting evaluations or writing performance work statements (PWS) to accomplish program objectives. 3) Review the impact of budget revisions for current projects.
