Reports to Military Environmental Health and C&P Medical Director and serves as a Program Support Assistant supporting the Compensation and Pension (C&P) Service. Provides advisory and technical administrative expertise for the Veterans Benefits Administration, Veterans Health Administration, and the Department of Defense and coordinates activities between VHA and VBA Regional Offices, and between VHA and Board of Veterans Appeals (BVA) to comply with Federal entitlement guidelines for Veterans

Duties

Duties include but not limited to: Establishes Veteran's health records to include registry examination data, treatment, updates, retains, and modifies these records subject to retention and disposition policies regulated by Records Control Schedule (RCS)10-1 and appropriate VHA Handbooks. Writes facility policy memoranda and SOPs on the Environmental Health programs. Keeps VA facility staff informed of any policy or procedural changes to the Environmental Health programs. Serves as a Program Support Assistant (PSA) supporting the Compensation and Pension (C&P) Service. Incumbent provides advisory and technical administrative expertise for the Veterans Benefits Administration (VBA), Veterans Health Administration (VHA), and the Department of Defense (DoD). The incumbent coordinates activities between VHA and VBA Regional Offices (VARO), and between VHA and Board of Veterans Appeals (BVA) to comply with Federal entitlement guidelines for Veterans. The incumbent manages the activities necessary for Veteran's specialty evaluations for Compensations and Pension purposes, processes documents, monitors the status of requests, keeps track of all received claims and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the PSA supervisor on problems that may arise. The incumbent provides information via telephone and in person to the public, members of the professional staff, civilian, and military personnel in response to inquiries regarding C&P process, Environmental Health Registry programs and appointments. Under several Memorandums of Understanding (MOUs), the incumbent provides similar support for the Benefits Delivery at Discharge (BDD) and the Quick Start Programs within the DoD, for retiring and separating Service Members who are expected to or might file claims for service- connected disabilities for VA compensation prior to or at the time of their discharge. The incumbent also coordinates activities between VA and various agencies under the DoD in support of the Integrated Disability Evaluation System (IDES) and its division Out of Continental US (OCONUS) ramification for Service Member retention and Fitness for Duty determinations. The incumbent also provides full administrative support to Environmental Health Registry Exam Programs, and limited support to the Medical Review Officer (MRO). Receives requests (2507's) initiated from VBA, BVA and DoD (IDES/BDD/QuickStart claims) for C&P and fitness for duty evaluations, prepare the request for initial review by the RN/Clinical Specialists or assigned clinical staff, schedule appointments. Manages patient data and generates correspondence relating to appointment activity. Maintains close monitoring system to assure that all correspondence is prepared timely, and information offered is accurate. The incumbent manages workload using add/edit clinic stops following outpatient visits and performs any other VISTA/AMIE/CAPRI/VBMS related tasks that are appropriate in the range of special evaluations. Collects program information from technical specialists, enters it into electronic or manual information systems; and helps other employees to use the various computer systems. C&P Medical Support Assistants triage Environmental Health Registry consults, to include checking eligibility, receiving consult, and adding appropriate notation, admin close consult as needed. The incumbent also schedules appointments; enters registry worksheets into EAS/VIRP; answers phone, perform in-person inquiries on Registries and sends out worksheets to be completed by the Veteran or Active Service Member. C&P PSA may be required to assist with other assignments at this level to include, but not limited to, timekeeping. The incumbent also works closely with clerks in other sites within the facility, and administrative staff in the DoD and VBA to assure adequate flow of C&P exams. Send letters to patients, data to be used in reports to Medical Center leadership, VISN, VACO, including Office of Disability and Medical Assessment (DMA); VBA and VA National Headquarters; special IDES weekly reports and other correspondence as required. Responsible for updating and changing pre-appointment, cancellations, and no-show letters in the computer. Perform specialized duties in a defined functional area involving a wide variety of problems and situations; develop information, identify interrelationships, and act consistent with objectives of programs that fall under the Compensation and Pension (C&P) Service. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of a personal computer and a variety of software packages; utilizes databases or other tracking systems to maintain suspense deadlines; communicates effectively with a wide variety of individuals at all levels within an organization; prioritizes work to meet critical deadlines; providing exceptional customer service; skill in organizing and ensuring that all correspondence is reviewed with appropriate responses, when indicated, and are returned in proper format within the suspense date to the concurrence authority; knowledge of a wide variety of computer software programs such as Microsoft, VISTA, CPRS.
