Duties
Serves as Supervisory Health System Specialist (PEBLO) providing technical and administrative supervision to civilian and military employees.
Counsels military personnel from all branches of the uniformed services, retirees, and the Families of those being processed through the Army Physical Disability Evaluation System on their rights, benefits, privileges or obligations.
Maintains and safe guards both hard copy and electronic of medical information.
Uses automation equipment to document progress, concerns or other issues relevant to a service member’s and make entries/update the appropriate databases, to include the Medical Evaluation Board Internal Tracking Tool.
Prepares and conducts various briefings and training relevant to the Medical Evaluation Board to medical installation leadership.
Plans work to be performed by subordinates and prepare work schedules,
Refers personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
Coordinates the processing of medical boards on personnel assigned to all branches of the uniformed services who are being treated in this facility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must successfully complete the 6I-F4/340-F3 Training and Certification Course within 180 days of appointment and annually thereafter.
- Temporary Duty travel (TDY) may be required up to 5%.
- Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
Qualifications

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience which includes documented experience which demonstrates experience in 1) Applying policies, regulations, and directives applicable to a disability evaluation system within a military treatment facility. 2) Providing counseling for physical disabled military members relating to their medical rights and benefits and 3) Providing reports, briefings, and findings on Health Care Delivery System to Senior Leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
