The primary purpose of this position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.
Duties
This position provides technical and/or administrative direction to one or more subordinates but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
Serves as Team Leader to ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Studies the structure and/or functions of organizations with extremely interrelated work processes and functions, to resolve complicated substantive problems affecting major agency administrative programs and requirements, and propose new organizational structures, realignment of functions, and/or staffing levels, to improve efficiency.
Designs, plans, and conducts work measurement, methods and procedures, engineered time standards, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Continually gathers, interprets, analyzes, correlates large amounts of narrative and statistical information about workload and productivity, notes and past and present production standards and workloads and deviations from standards, and validates staffing requirements.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to CPI; Leadership ability, including the ability to coach, mentor, lead, organize and lead study teams and challenge subordinates. Skilled in designing, planning, and conducting work measurement, methods and procedures, engineered time standards, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Continually gathers, interprets, analyzes, correlates large amounts of narrative and statistical information about workload and productivity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Ability to communicate orally and in writing.
Ability to plan and execute complex, multi-faceted projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
