About the Position: This position is located at U.S. Army Medical Command Headquarters, Fort Sam Houston, San Antonio, Texas. MEDCOM HQ's is located in beautiful and historic San Antonio and is within easy commuting distance of desirable neighborhoods and excellent school systems. San Antonio offers mild winters, low cost of living, and no personal state income tax.
Duties
Advise management and command on study findings and recommendations where the proposal may involve substantial resources or require extensive changes in established procedures and methods.
Communicate orally and in writing in order to develop and deliver briefings, information papers, and present facts, recommendations; and instructions to all levels of the staff relative to the HRM program.
Analyze facts, identify problems, report findings, make conclusions, and recommend corrective action to resolve problems where extensive changes in established procedures and methods may be required.
Maintain liaison with HQDA personnel managers, One Staff Directorate Chiefs, managers and supervisors, CPACs, and OTSG personnel.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience in contracting of which 52 weeks is at least equivalent to the GS-09 grade level in the Federal service which includes experience in military and civilian personnel systems/programs to include (ART, CSU, ORACLE, DCPDS, AUTONOA, FASCLASS, E-CFR/Title 5 USC, ABC-C, EBIS, PERMISS, MYBIZ, MYPAY, CPOL, OPM/Dodd/DA websites, etc.) Interpreting and applying civilian HR laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of civilian HR functions. Provides guidance on complex problems and ability to develop, design, and implement actions plans to insure resolution and/or corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
