About the Position: Serves as a senior Human Resources Management Specialist, performing Generalist duties in support of a Headquarters Human Resources Office in the Civilian Personnel Division, within HQ IMCOM at Fort Sam Houston, TX.

Duties

Utilize expert level knowledge of Army Civilian Personnel principles in order to perform Civilian HR Specialties such as Human Resources Development. Conduct analysis of Human Resource Programs within the organization. Identify the most appropriate method to accomplish objectives based on broad program goals and desired outcomes. Provide guidance on all aspects of Human Resource Development within the organization. Manage training administration systems to ensure data integrity in order to provide comprehensive documentation and reporting of training measures and training costs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Clearance.

Specialized Experience: One year of specialized experience which includes 1) providing civilian human resources advisory services and civilian human resources operational support in support of an organization; 2) experience in at least one of the following subject matter areas of civilian personnel: Recruitment and Placement; Human Resources Development; 3) managing organizational programs by performing tasks such as planning, budgeting, implementing, problem solving and/or analyzing return on investment (ROI). 4) Utilizing internal Human Resource systems to perform daily tasks such as executing program reviews in order to evaluate program effectiveness and conformance with policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).
