About the Position: Incumbent will serve as the Deputy Director, helps direct, oversee, administer, develop and implement plans and policies for the overall military and civilian personnel of ARNORTH. Serves as the G1 Director in their absence and represents the Director for the various G1 programs when required.
This is a planned management action.
Duties
Delivers strategic and technical guidance on Human Resource programs, policies, and personnel as well as experienced consultative management advisory services throughout USARNORTH.
Provides direct guidance to each of the directorate’s three division leads regarding the command’s myriad Military and Civilian Personnel human resources requirements.
Supervises the Military Strength Management Division providing advice and direction on office and enlisted assignment management in view of the Active Component Manning Guidance (ACMG),
Coordinates and reviews projected officer vacancies, along with associated fill requirements, directly involved in staff coordination and reviews across the staff directorates during each semi-annual Mission Essential Requirements review.
Develops, interprets, and analyzes data extracts and reports from various military and civilian automated HR databases. Gathers, compiles, and analyzes data from other sources.
Performs program evaluation of a full range of civilian and military HR programs at the HQ command, subordinate unit commands, and installation levels.
Responsible for the training and readiness, evaluation of G-1 staff. Evaluates performance of subordinates and reviews evaluations made by subordinate supervisors or other employees.
Oversees civilian personnel management and hiring actions; provide proper guidance to leadership within the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Travel 25% or more: Frequent travel is required, at times for extended periods; 25% or more of the time.
- Position requires incumbent to obtain and maintain an Official US Passport.
- Requires local, long distance and overseas traveling to events such as (but not limited to) site assistance visits (SAVs) conferences, meetings, conduct training/ briefings, training opportunities, etc.
- Travel to overseas location might require specific immunizations and training/certification IAW US Army NORTH and Department of the Army Personnel Recovery policies.
- Incumbent must comply with DoD Foreign Clearance Guide, USNORTHCOM and Army North requirements for entry into and operations in country while on TDY and/or deployed or TDY.
- A Top Secret Security Clearance is required.
- This is a Drug Testing position.
- A Supervisory Probationary Period maybe required.

Specialized Experience: One year of specialized experience which includes advising Senior Leadership, Commands and Units in various Human Resources (HR) program areas in the development, execution, evaluation, and oversight of civilian and military HR programs; determining long-range plans to implement human resources goals and objectives; and analyzing techniques to conduct the full range of military and civilian human resources functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
