About the Position: This position is located in Clinical Operations, Network 3 IOC, Fort Sam Houston, San Antonio, Texas.

Duties
Develop and implement, within the framework of DoD policies, regulations, and procedures.
Direct the development and implementation of personnel and manpower management portions of mobilization and contingency plans.
Provide Human Capital management for the recruitment, retention, and utilization of a highly qualified work force in support of eMSN missions.
Supervise and direct program operations of a staff of Specialists in grades GS-09 through GS-14.
Plan and assign work, sets priorities, advises on program goals and objectives, and makes decisions on work problems presented by subordinate supervisors/team leaders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position may require the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check may required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes work that includes: One year of specialized experience which includes: 1) directing Civilian Human Resources practices in areas which include at least two of these functional areas (e.g. position management, classification, workforce development, recruitment and placement, performance management, incentive awards, and/or other special programs; 2) evaluating and recommending overall plans and proposals for complex Human Resources projects; and 3) interpreting and analyzing data extractions or reports from automated Human Resources databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
