You will serve as a Supervisory Human Resources Specialist (MILITARY) in the n1 Fleet Personnel and Allocation & Readiness Directorate, of COMMANDER US FLEET FORCES COMMAND.

Duties

You will provide oversight of enlisted personnel requisitions in the MyNavy Assignment (MNA)/Billet Based Distribution (BBD) system. You will establish Fleet policies, procedures and priorities regarding directed manning, personnel movements and other issues necessary to achieve Fleet personnel readiness. You will ensure deploying ships/squadrons/activities are manned per established manning targets. You will represent MCAF at various meetings, conferences, working groups and cross-functional teams addressing enlisted assignment and distribution. You will research and prepare Flag-level briefing materials on manning readiness, procedures, initiatives, and processes for and to USFF (N1), and other senior officials. You will conduct and assist in the conduct of study/review of military programs, military policies, and personnel assignment policies. You will assist with the review and development of the Fleet Readiness Integrator - Fleet (FRI-F) position or other analysis for special projects relating to enlisted rating/Navy Enlisted Classification Code (NEC) inventory, and distribution. You will originate and submit correspondence, messages, and reports pertaining to enlisted personnel distribution/manning and associated policies, program, and issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge and experience in fleet manning target levels and timelines to achieve manning levels. Knowledge and understanding of established fit metrics and approved manning target levels. Comprehensive knowledge of DoD, OPNAV, NPC, and other governmental facilities (civilian and military), U.S. fleet forces command and subordinate command structure, mission, programs, and organizational relationships. Knowledge and experience in various microsoft office software to include power-point, excel, word, access, and Gonos IBM business intelligence (bi). Experience communicating clearly, accurately and confidently both orally and in writing. Experience in researching and preparing flag-level briefing materials on manning readiness. Mastery knowledge of enlisted manning policies, procedures, supporting automated system and objectives for manning the fleet. Knowledge of billet based distribution system.
