Duties

The primary purpose of this position is: To serve as Senior Technical Advisor to the USSTRATCOM Director and Deputy Director of Global Operations, Director for Nuclear Operations, and the J3 Mobilization Assistant. Provide technical assistance and advice regarding management of the command's joint processes, management of directorate manpower and personnel, and command staffing issues. Coordinate and resolve command issues with external staffs, other USSTRATCOM directors, and component commanders/staffs on behalf of the Director, Global Operations. Duties: Provides oversight and direction regarding Directorate administrative, planning and operations activities; plans, formulates, interprets, and implements policies and procedures to shape Directorate processes, taskings, and operations. Perform duties as principal advisor to the Director ensuring quality, purposeful and timely execution of operations. As senior advisor, provides daily oversight of Directorate personnel, to include active duty military (officers and enlisted), federal civilian employees and contractors. Prepares and presents high level briefings to include planning issues with other staff functions and activities to secure cooperation, resolve controversial matters, and convey operational information.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Condition of Employment Continued: This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense, interacts daily with high-ranking military (GO/FO) and civilian (SES) managers within the Command and at the senior DoD leadership level to include Joint Staff, Services, Agencies, USSTRATCOM components, and other Unified Combatant Commands. Contacts usually take place in formal meetings and conferences scheduled at the request of one of the participants. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge others; ability to adapt leadership style to a variety of situations; ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 2. In-depth knowledge of joint war fighting doctrine, unified combatant command structure, and global command and control constructs. 3. In-depth knowledge of Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), development of operational orders and staff products. 4. Ability to participate in and/or lead joint planning groups (JPGs), participate in operational assessment groups, develop new orders and/or modify existing orders to affect ongoing operations. 5. Ability to independently execute projects and/or studies within established time constraints. 6. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
