Duties

This position is located in the Department of the Interior (DOI), Bureau of Safety & Environmental Enforcement (BSEE), Human Resources Division (HRD), HR Delegated Examining Unit (DEU).
This position counsels, advises and furnishes assistance to selecting officials as it relates to staffing and placement functions for Delegated Examining and Merit Promotion announcements as well as determines applicant eligibility, veteran's preference, and qualifications for a wide variety of positions and hiring authorities.
At the full performance level (GS-9) the major duties of this position include, but are not limited to the following:
Works with selecting officials/managers to recruit for a full range of commonly filled positions. Provides input and guidance on a range of hiring authorities such as, Schedule A excepted service, merit promotion and Delegated Examining (DE).
Determines eligibility of applicants to a broad range of positions. Analyzes applications and makes qualifications determinations for a full range of commonly filled positions. Makes rating and ranking determinations, applies veterans' preference (as appropriate), and determines order of Certificates of Eligibles, merit promotion referrals, and special hiring authority referrals.
Counsels, advises, and furnishes assistance in human resource administration as it relates to staffing and placement functions. Resolves a full range of routine staffing problems and issues; Reviews organizational information including organizational charts, mission statements, functional statements to determine organizational context of position; Writes detailed reports of findings and presents to manager/supervisor.
Researches in the Guide to Personnel Data Standards and the Guide to Processing Personnel Actions (GPPA) to complete PD cover page accurately. Completes supporting documents such as FLSA determination worksheet, position designation questionnaire, position designation record, and all other required documentation to support classification decisions. Records classification findings and maintains records in accordance with DOI, OPM, and the National Archives and Records Administration. Periodically reviews reports and records to ensure they are up-to-date, accurate, and in accordance with law, policy, and regulation.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-05: $45,146 - $58,686
GS-07: $55,924 - $72,703

Qualifications
To qualify for this position, you must meet the Education or Specialized Experience for the grade to which you are applying.
Specialized Experience:

Applicants must meet A, B, or C below to qualify for the GS-05 grade level:
GS-05 General Experience:
A. General Experience*: To qualify for the GS-05, you must possess at least 3 years of general experience, one year of which is equivalent to at least the GS-04 grade level. General experience is defined as 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04, that demonstrates the ability to:
research, interpret and apply personnel policies and procedures; AND
skill in planning and organizing work to effectively track assignments; AND
experience that demonstrates the ability to provide clear and concise communications to others in writing and/or orally.
*If qualifying on education, either partly or whole on specialized experience applicants are required to meet all of the specialized experience statements defined.

B. Education: To qualify for the GS-05 grade level, you must have completed 4-year course of study leading to a bachelor's degree.

C. Combination of Experience and Education: Combination of post high school education and experience that equals 100% of the requirement for the GS-05 grade level.

GS-7 Specialized Experience:
Applicants must meet A, B, or C below to qualify for the GS-07 grade level:
A. Specialized Experience*: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
processing personnel and payroll actions; AND
performing human resources records management duties; AND
providing routine human resources information to employees.

B. Education: You may substitute education for experience if you have achieved:
One full year of successfully completed graduate level education OR

C. Combination of Education and Experience: A qualifying combination of successfully completed post-baccalaureate education and specialized experience, that when combined, totals 100% of the experience requirement for the GS-07 Grade Level.
Highly desirable:Applicant that currently holds an active Delegated Examining Certification. Please ensure to include the date of your DE certificate expiration in your resume.
Requirement: Applicants that do not currently hold an active Delegated Examining Certification will be required to take the Delegated Examining Certification Training through OPM and pass the Delegated Examining Assessment. Selectee will be required to pass the Delegated Examining Certification Assessment and maintain the DE certification.
