Duties
This position is located within the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Human Resources Division, Operations Branch with a duty station in Sterling, VA; or Location Negotiable.
At the full performance level, the major duties of this position include, but are not limited to the following:
This role involves overseeing HR Functions within the Bureau of Safety and Environmental Enforcement (BSEE), with focus on position classification and management. Key responsibilities include, but are not limited to:
1. Developing and implementing HR strategies aligned with organizational goals, ensuring compliance with federal regulations.
2. Acting as the main liaison for classification issues.
3. Managing HR Specialists in classification, preparing position descriptions, and staffing.
4. Advising Senior Management on federal HR policies, particularly, in classification and position management.
5. Ensuring efficient HR Operations, addressing bottlenecks, and driving automation to improve process.
6. Supervising HR staff, managing performance, training, staffing and employee relations.
7. Leading HR projects, setting goals, monitoring performance, and presenting outcome to senior leadership.
8. Supporting HR initiatives, such as, merit promotion, diversity, inclusion, ensuring alignment with organizational values.
Salary Range Information (Per Annum): First time hires to the federal government typically start at the beginning salary in the range.
Sterling, VA: GS-14: $139,395 - $181,216
Location Negotiable: GS-14: $122,198 - $191,900
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications
Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Providing classification and position management advisory services to senior management/supervisors regarding federal civilian classification and its corresponding policies, regulations, processes, and procedures;
Analyzing and making recommendations on Federal civilian classification policy;
Utilizing Human Resources Management principles, concepts, regulations, and practices in classification;
Providing detailed and informative documentation as the result of both position management evaluations [e.g., full reorganization reviews] and desk audit findings;
Classifying both GS [up to the GS-15 level] and WG positions; and
Significant involvement in the creation and implementation of a classification policy or program.
