Duties

This position is located within the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Human Resources Division, HR Operations Branch. This position is being advertised as both location negotiable after selection and with a duty station of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Provides advice and guidance to managers in the use of the Code of Federal Regulations (CFR) and Office of Personnel Management (OPM) regulations as well as Departmental and BSEE guidance and procedures relating to recruitment, selection, and utilization of employees. Develops vacancy announcements, identifies quality ranking factors, assists managers with writing crediting plans, and determines the most effective recruitment strategy that will provide a highly qualified, diverse applicant pool. Provides guidance and assistance to supervisors and managers on position management, reorganizations, job restructuring, and development of position descriptions. Performs desk audits of positions, writes classification evaluation statements, handles classification appeals, and has classification authority to make determinations on the appropriate series and grade level of positions in all occupational series as well as those that are supervisory and managerial. An important function of the position is the incumbent's participation in special projects. Sterling VA Salary Rate Range Information: (First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.) GS-12: $94,199 - $122,459 GS-13: $112,015 - $145,617 Virtual Salary Rate Range Information (Per Annum): *The salary for the selectee will be adjusted to include locality pay entitlements as it pertains to the remote work location. GS-12: $82,830 - $107,680 GS-13: $98,496- $128,043 This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience utilizing 5 CFR for (MUST MEET ALL): Consulting with managers to identify their recruitment and staffing needs and developing strategies to meet those needs. This includes developing job analyses, developing assessment questions in an automated recruitment system, creating vacancy announcements, and assessing applicant qualifications; AND Advising managers on position management and classifying a variety of positions; AND Providing guidance on HR regulations and policies for managers, employees, and the public. GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience utilizing 5 CFR for (MUST MEET ALL): Consulting with managers to identify their recruitment and staffing needs and developing strategies to meet those needs. This includes developing job analyses, developing assessment questions in an automated recruitment system, creating vacancy announcements, and assessing applicant qualifications; AND Advising managers on various position management issues (e.g. sustainable organizational structures, grade stacking, and appropriate career ladders, etc.); AND Classifying a variety of positions and advising on the desk audit and appeal process. AND Analyzing HR procedures and reference materials and developing recommendations and solutions based on research, developing HR Standard Operating Procedures (SOPs);AND Providing training and guidance on HR related regulations and policies for other HR Specialists, managers, employees, and the public.
