Duties

This position is located in the Department of the Interior (DOI), Bureau of Safety & Environmental Enforcement (BSEE), Human Resources Division (HRD), HR Delegated Examining Unit (DEU). At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: Develops recruitment strategies to address specific resource or program needs. Conducts or assists managers in conducting job analysis on a wide variety of complex positions by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements. Verifies applicant eligibility, qualifications, and ratings for complex technical, professional and scientific positions. Performs the full range of recruitment tasks authorized under OPM Delegated Examining (DE) Certification. Advises selecting officials of procedures and requirements governing Certificates of Eligibles, category rating, and rules covering applicants with veterans' preference. Reviews recruitments involving Administrative Careers with America (ACWA) covered positions to ensure compliance with all facets of the recruiting process. Audits certificates of eligibles completed for compliance with all regulations, policy and local procedures. Trains new employees, answers questions, instructs others in new job techniques and changes in guidelines, reference procedures, policies. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Sterling, VA Salary Range Information: GS-09: $68,405- $ 88,926 GS-11: $82764 - $107,590 This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position, you must meet the Education or Specialized Experience for the grade to which you are applying. Specialized Experience: NOTE: Applicants utilizing education to qualify at the respective grade level must provide transcripts (unofficial are acceptable) in order to verify that the educational requirement has been met. The documents must be received by the closing date of the announcement. Failure to provide this information will result in you receiving an "INELIGIBLE" rating. GS-9 Specialized Experience: Applicants must meet A, B, or C below to qualify for the GS-09 grade level: A. GS-09 Specialized Experience*: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Providing input and guidance on Delegated Examining (DE) and merit promotion recruitment activities to hiring managers; AND Utilizing an automated staffing system to solicit and evaluate candidates, issue certificates and support recruitment activities. *If qualifying in whole on specialized experience applicants are required to meet all of the specialized experience statements defined. -OR- B. Education: You may substitute education for experience if you have achieved: Master's (or equivalent graduate degree), OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related. -OR- C. Combination of Education and Experience: A qualifying combination of specialized experience and post- school education in excess of the first 36 semester hours (i.e., credits received beyond the second year). A combination of specialized experience and education that totals 100% of the experience requirement. --- GS-11 Specialized Experience: Applicants must meet A, B, or C below to qualify for the GS-11 grade level: A. GS-11 Specialized Experience*: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Providing input and guidance on Delegated Examining (DE) and merit promotion recruitment activities to hiring managers; AND Utilizing an automated staffing system to solicit and evaluate candidates, issue certificates and support recruitment activities; AND Conducting consultations with management on staffing activities and determining assessment strategies. *If qualifying in whole on specialized experience applicants are required to meet all of the specialized experience statements defined. -OR- B. Education: You may substitute education for experience if you have achieved: Ph.D. or equivalent doctoral degree, OR 3 full academic years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related. -OR- C. Combination: A combination of specialized experience and education that totals 100% of the experience requirement. Please Note: If you are qualifying based in whole or part on education, you MUST submit a copy of your unofficial or official transcripts to verify that you meet the education. Failure to provide this information will result in your receiving an "INELIGIBLE" rating. Highly desirable:Applicant that currently holds an active Delegated Examining Certification. Please ensure to include the date of your DE certificate expiration in your resume. Requirement: Applicants that do not currently hold an active Delegated Examining Certification will be required to take the Delegated Examining Certification Training through OPM and pass the Delegated Examining Assessment. Selectee will be required to pass the Delegated Examining Certification Assessment and maintain the DE certification.
