Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Human Resources Division (HRD), Strategic Human Capital Branch, in the HR Learning and Development Unit.
This position is responsible for the development of HR training methods, curriculums, and to ensure training is effective and efficient in meeting strategic goals. The incumbent advises HR and senior leaders outside the HR function of HRD issues related to compensation for time spent in training, provisions of veterans' educational assistance, implications buying training materials and services from third party vendors. Serves as point of contact to DOI on the learning management system (LMS) for bureau specific mandatory training and other bureau wide concerns.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Serve as a training specialist, program manager and facilitator who provides support in the area of human resource development.
Apply adult learning principles to design, develop and deliver agency-wide employee development programs and training, which may include administrative professionals training; new employee orientation; mandatory training; career enhancement opportunities; and leadership training for employees, supervisors, and managers.
Develop policies, instructions, and manuals for the effective and consistent accomplishment of human resources development and e-learning activities/programs.
Deliver oral and written reports and briefings to address program or project status/issues; preparing and analyzing statistics, making and implementing recommendations for improvement.
Assess training and bureau-wide development programs using formal evaluation processes to ensure goals
Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-12: $94,199 - $122,459
GS-13: $112,015 - $145,617
Note: Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying.
Specialized Experience:
GS-12 Specialist Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
providing program support in course development, delivery, and evaluation for interactive trainings and briefings both in person and in a virtual environment; AND
providing advice in the area of employee development; such as identifying training needs and evaluating programs using instruments such as questionnaires, surveys and assessments.

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
administering training for employee and/or leadership development programs; AND
designing, developing, conducting, evaluating, and revising training programs, such as conducting training needs assessments, creating instructional materials, and facilitating sessions.
