This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Performs Contracting Officer's Representative (COR) functions for assigned software/hardware/cloud contracts.
Provides mission support guidance to the agency’s programs, projects, and services assigned by the Branch Chief ensuring compliance with Federal Acquisition Regulations (FAR).
Conducts management studies, technical analyses, and surveys pertaining to all contractual activities to identify and effectively improve in procurement mission support.
Conducts and or assists with all annual/periodic agency property inventories in support of the Division/Branch or Programs Management Offices (PMOs) as assigned by the Division/Deputy/Branch Chiefs.
Provides acquisition input based on Division/Branch level tasking for Center requirements. Coordinates, reviews, and evaluates submission of all contractual requirements.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Financial Disclosure (OGE-450) required.
- This position is required to obtain and maintain a SECRET security clearance.
- The incumbent must meet initial qualification requirements to become a COR and maintains COR qualifications by satisfying regulatory training requirements.
Qualifications
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: conducting reviews on contracts, contracting plans and contract changes within established contract requirements. My resume also demonstrates that I have experience in advising, negotiating, mediating and/or reconciling issues with contacts by providing solutions and/or recommendations for contractor-provided products and services.
