You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE & LABOR RELATIONS) in the Total Force Management Program Office (N1), Civilian Workforce Policy & Sustain Division (N11), Labor/Employee & Workforce Relations Branch (N11A2) of MILITARY SEALIFT COMMAND.

Duties

You will provide senior staff level advisory support to all levels of management within Military Sealift Command (MSC) on employee and labor relations issues and delivers HR projects in a high quality customer service environment. You will provide advice and guidance on assigned highly, complex, highly sensitive, or highly controversial issues and situations. You will direct the work of a staff providing a full range of Human Resources Labor and Employee Relations services for Ashore and Afloat personnel. You will develop well thought out Plan-of-Action-and-Milestone (POA and M) documents, analyzes requirements, and plans and accomplishes work. You will function as a senior Human Resource Specialist (Employee and Labor Relations) performing technical, evaluative, and analytical work. You will direct the work of Labor and Employee Relations program for both Ashore and Afloat personnel.

Requirements

  • 25% Travel required.
  • Ability to obtain and maintain a Secret security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a consultant and advisor to management on employee and labor relations issues. Experience representing management in hearings and providing expert assistance. Experience serving as management representative or technical advisor in hearings and proceedings before the Merit System Protection Board. Experience advising management officials on complex Labor Management Relations problems or situations.
