About the Position: Serves as a Human Resource Specialist for the Joint Activities Command at Fort Liberty, NC.

Duties
Maintain the Command's civilian personnel databases, gain/loss reports, on board manning lists, status of hiring actions, and high-level briefing materials.
Analyze recommendations/proposals for improving the effectiveness and efficiency of Human Resource programs.
Provide human resources management (HRM) services providing information and assistance on matters concerning civilian personnel, strength management, civilian awards and a variety of administrative duties and responsibilities.
Conduct research and analysis of regulations and laws relating to the area of compensation, position management and classification.
Attend meetings with managers and supervisors to help formulate improvement plans and strategies for Human Resource requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
- This position is subject to perform temporary duty up to 25%.
- Appointment to this position is subject to a one-year probationary period unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Providing advisory services on complex human resource functions such as recruitment, classification, position management procedures, etc; 2) Providing technical advice/ recommendations for human resource problems and interpretation of policies and regulations; 3) Communicating orally and in writing to provide status/staff reports and correspondence to managers.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
