About the Position: Serves as Program Analyst and Contracting Officer Representative (COR) for the Office of the Deputy Under Secretary of the Army (ODUSA). Located in Arlington, VA.

Duties

Processes all financial transactions using the General Fund Enterprise Business System with accuracy, completeness, and timeliness. Interpret policies based on regulations, directives from higher echelon, management principles and ethics governing the conduct of work. Develop, review, and verify all spend plan requirements to ensure validity, accuracy, and relevancy. Evaluate program policy and ensures that program contracts conform to all Federal regulations. Determine contract fiscal and manpower accountability, internal controls, and interrelationships within contract business units. Monitor current and projected contract expenditures and analyzes trends. Develop methodology for contract resource allocation and contract funding distribution profile by program.

Requirements

  • This is a Term position scheduled to last 26 months/2 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period.

Specialized experience is defined as: Experience processing financial transactions using the General Fund Enterprise Business System (GFEBS), such as creating Purchase Requests, examining execution by Element of Resources (EOR), building budget estimates, researching Unliquidated Obligations (ULO) or similar functions; reviewing the efficiency and effectiveness of operations managed in terms of mission accomplishment; overseeing surveillance of multiple contracts for compliance with quality assurance plans and regulations; and providing guidance on the management of the organization's budget and analysis of spending trends. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13). Position may be filled as a temporary promotion NTE 26 months/2years by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition. Position may be filled as a TERM appointment NTE 26 months/2 years, if the candidate is not a current permanent Army employee. TERM appointments may be extended up to a maximum of eight years. If you are a current federal employee, or a current Army employee when gaining and losing organizations do not agree to Return Rights, you will be converted from your permanent appointment to the non-status, time-limited appointment. You will not have Return Rights to your current activity. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Some jobs in the federal service allow substitution of education for experience. For this position, you must qualify on experience alone, no education substitution is permitted.
