This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as an Industrial Security Specialist in the Scientific/Technology Intelligence Liaison Office (SEA 00G) of Naval Sea Systems Command (NAVSEA) Headquarters located at Washington Navy Yard, Washington, DC.
Duties
You will serve as the command's principal team member for the intelligence-related contracts record management program.
You will support the command's processing of classified intelligence-related contracting and associated records management.
You will gather the necessary groundwork information and present structured training to all Naval Sea Systems Command (NAVSEA) and affiliated Program Executive Offices (PEO) on how to process intelligence-related contracts.
You will execute the required actions to approve and process intelligence-related contracts supporting the technical provisions to establish intelligence-related contractual vehicles formulated to support the command's mission.
You will work with the contracting officer, the contracting officer's technical representative (COR/COTR), comptroller, general security, and others to execute contract requirements.
You will participate in special task groups to review specific intelligence requirements provided on the preparation guide or form titled, Department Of Defense Contract Security Classification Specification, DD Form 254.
You will maintain direct liaison with various security organizations by coordinating with different government contract technical monitors.
You will maintain liaison with other agencies and departments to coordinate contracting and security matters of mutual interest.
You will prepare technical and classified documents, routine correspondence, and messages for signature of senior intelligence official (SIO) and/or
special security officer (SSO).
You will provide a full range of expert administrative security support to the SIO, SSO and the command's scientific and technical intelligence liaison officer (STILO).
You will provide technical guidance to lower level management analysts, specialists and trainees on each aspect of intelligence-related
contracting and the associated records management program.
You will balance mission requirements against security requirements and contractual requirement to ensure both are accomplished.
You will work in conjunction with the Office of Intelligence Operations (SEA00G) SIO and SSO program offices to input necessary guidelines to fully
define the appropriate special programs systems administration.
You will participate in ad hoc special committees on administrative requirements for the division.
You will define operational processes necessary to permit SEA00G to compile operational indicators and trends related to special programs.
You will provide a full range of expert security support to special programs.
You will participate in the analysis and make comments and recommendations from a security perspective, including personnel adjudication and physical facility protection.
You will participate as a team member with representatives from SEA00 staff and scientific, technical and administrative personnel assigned from the NAVSEA directorates to provide input on the command's management needs.
You will provide administrative support to implement security policy related to special programs, including but not limited to: personnel clearance
procedures, security classification, and annual administrative security reviews.
You will establish and maintain effective working relationships with all levels of special program management by providing advice on new
developments and changes to overall organizations with security status concerns.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to successfully complete a counterintelligence (CI) polygraph examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of industrial security principles to review the nature of classified contracts to identify the level and kind of secure work to be performed in a facility and the kind and extent of security protection required for the programs involved. Examples of qualifying experience may include (1) working with subject-matter specialists in developing statements of need, descriptions of work, and other considerations relating to the security requirements under a contractual arrangement; (2) assuring that security is considered in the earliest stages of procurement planning and that all requirements are fulfilled; (3) working with contracting officers to assure that bidders can meet security requirements of the contract; (4) attending pre-award and pricing conferences to assure that security costs are not excessive and assist the contracting office in carrying out security responsibilities.
