Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a BUDGET ANALYST at the GS-0560-14 some of your typical work assignments may include:
Serve as a Budget Analyst responsible for performing the total spectrum of programming, budgeting, execution, and review of the highly complex Security Cooperation (SC) programs to include a one-year, two-year, and x-year (no year) accounts.
Independently manages the formulation, justification, and execution of the SC budget, serving as the technical authority on SC budget formulation and execution.
Provide expert advice and guidance to managers and DoD leadership both internal and external to the agency on the interpretation and the formulation of budget estimates and the formulation of budget requests in support of SC programs.
Work with external partners include the Office of Management and Budget (OMB), the Department of State (DoS), the Military Departments (MILDEPs), the Geographic Combatant Commands (GCCs), and the Congress.

Qualifications
You may qualify at the GS 14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Developing long term strategies and plans on DoD programs and analyzing security cooperation requirements for foreign governments and international organizations;
Performing and managing complex programs related to financial management, budgeting, accounting, and financial reporting of Department of Defense (DoD) program funds;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
