Duties
Typical work assignments include:
Develop policy, strategy, programs, and guidelines for implementation using the authorities under which CISA operates to address new and emerging threats to the national security or foreign policy of the United States.
Interface with counterparts across the U.S. government on policies and programs.
Coordinate among CISA divisions to develop policy inputs, assessments and reviews, while working to achieve resolution of significant issues across the intra-agency and interagency.
Analyze policy options, risks, and strategic approaches and advises CISA leadership on recommendations.
Conduct coordination with stakeholders to attain and implement mission priorities, goals, and outcomes.
Provide technical advice and guidance to agency managers and other technical specialists on significant problems and issues.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Utilizing qualitative and quantitative analytical techniques in performing tasks that may include literature search, work measurement, task analysis and job structuring, productivity charting, workload ratio analyses, and the development and administration of questionnaires.
Assisting in conducting special studies or research projects related to specific program goals and issues within the organization.
Researching administrative and/or program issues that can be applied to resolving issues.
Interpreting regulations and organizational policies, management principles, administrative rules and staffing guidelines to give technical advice to employees, supervisors, and managers.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution which may be substituted to meet the specialized experience requirement.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Providing advice and guidance to resolve, implement, or manage program or policy issues.
Providing technical advice and guidance to agency managers and other technical specialists to resolve significant problems and issues.
Applying applicable laws, statutes, and regulatory documents to be integrated into policy.
Providing advice and feedback on portfolio topics and other ad hoc reports as.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution or equivalent doctoral degree which may be substituted to meet the specialized experience requirement.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. GS-12
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Reviewing existing and proposed policies and strategies with stakeholders to assess overall compliance with plans, policies, and alignment with requirements.
Promoting awareness of security issues and ensures sound security principles and policies are reflected in organizational goals and objectives.
Developing workload-based staffing standards to determine organizational manning levels.
Providing guidance and advice within the organization concerning administrative policies.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Providing advice and guidance to resolve, implement, or manage program or policy issues.
Providing guidance and advice within the organization concerning administrative policies and management and organizational theories that require considerable interpretation for application to internal program issues and problems.
Gathering information, identifies and analyzes issues, and develops recommendations to resolve substantive problems.
Participating in the development of new plans, schedules, or methods to accommodate changing program requirements.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
