About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband.
Duties
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements.
Supports POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Perform full range of administrative and technical supervisory duties
Conduct briefings with external and internal stakeholders and other commands and agencies on all matters effecting program execution.
Determines needed capabilities to accomplish program objectives, indicating areas requiring assistance
or revision by higher headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret (SCI) clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for PROGRAM MANAGEMENT certification within 60 months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position requires the incumbent to possess 4 years of Acquisition experience.

Specialized experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Managing and or executing responsibility for cost, schedule, performance and risk within an acquisition program. 2) Developing contracting strategies and or managing efforts using the Other Transaction Authority methodology. 3) Performing a full range of supervisory duties such as interviewing, performance evaluation, counseling, mentoring, production monitoring, etc. of subordinates to meet mission goals. And 4) Formulating and or implementing plans to achieve strategic program objectives and priorities to include cybersecurity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03 or (GS-13).
