The primary purpose of this position is to serve as the Sensors Directorate Management (Mgmt) and Program (Prgm) Analyst responsible for ensuring the directorates Information (Info) Mgmt Prgm for Science & Technology & Research & Development information is In Accordance With (IAW) higher Headquarters (HHQ) regulations and various other info mgmt prgm requirements.

Duties

Research knowledge of the principles, concepts, requirements, & admin procedures for various Info Mgmt Prgms to include, Records Mgmt, R&D case files, publications & forms, Freedom of Information Act (FOIA)/Privacy Act (Personally Identifiable Information). Provides input into & implements local policies & procedures for managing an effective R&D Case File & Records Mgmt Prgm for assigned functional area/technical division(s). Responsible for the creation, storage, transfer, retrieval, & disposal of both hard copy & electronic official records. Implements, manages, & executes various Info Mgmt Prgms using databases, tool suites, & automation tools to maintain currency & accessibility of associated data. Provides insight to upper mgmt & HHQ to minimize the administrative burden on the technical community, addressing inquiries/taskers & generating reports to promote efficiencies in associated business processes. Analyzes & remains current on HHQ & local policies/standard business processes to advise, provide oversight, & assist assigned branch/division staff on existing programs & objectives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343 under the Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at least 52 weeks of specialized experience at the GS-05 grade level (or equivalent) pay system. Specialized experience is experience in knowledge of various administrative procedures relating to records management, case files and Freedom of Information Act (FOIA)/Privacy Act (Personally Identifiable Information PII). Knowledge of accomplishing a wide variety of assignments concerned with effectiveness and efficiency of operations. Knowledge of the creation, storage, transfer, retrieval, and disposal of both hard copy & electronic official records. Implements, manages, and executes various information management programs using databases, tool suites, & automation tools to maintain currency and accessibility of associated data. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education that when combined equals 100% of the qualification requirement. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the DO-01 (GS-7) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Applies knowledge of business management or a professional field to perform duties supporting and/or improving the efficiency and productivity of the organization. Analyzes and resolves difficult but routine problems within assigned area of responsibility, sometimes under the guidance of a senior specialist. Factual information and material is normally presented to individuals within immediate office or within own organization, but may involve external contacts. Interacts with customers on routine issues to communicate information and coordinate actions within area of assigned responsibility. Makes positive contributions to all aspects of the overall team's responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
